Cecily's stepfather, who manages a bakery at the Frontier IV space colony. Though he helped Cecily and her mother escape the Ronah family a decade earlier, Theo has now become an agent of the Ronahs, and when the Crossbone Vanguard attack the colony he forces Cecily to rejoin her aristocratic family at gunpoint.
